It is recommended the Board approve the schematic design for Hoover Elementary School.
Upon approval of schematic design, Gelfand will continue with design development and construction documents.
At the January 10, 2017, regular Board meeting, the Board approved the conceptual design, budget, and consultant agreements for the modernization and improvements at Hoover Elementary School. Since that meeting, Gelfand Partners and staff have developed the schematic design for the project with project stakeholders. Gelfand and staff have held the following meetings during this phase:
Hoover Advisory Committee: March 6, March 20, March 27, April 10, April 24, May 17, May 31, and August 28
Hoover Focus Groups: January 30, February 6, February 13, February 14, September 11, and September 18
Design Meetings: March 9, March 29, and May 10
Maintenance Staff: May 11 and May 30
Traffic Meeting: April 19
Community Meeting: April 11
The project scope is very close to the scope of work approved during conceptual design, and will include construction of a new administration building, multipurpose (MP) building, and library building to replace the existing buildings. In addition, two smaller buildings are proposed to house classrooms, a new kindergarten classroom, and a specialist area near the kindergarten wing. Site improvements will include an expansion of playing fields, building a new courtyard to expand outdoor eating and gathering space, and new hardcourt space. One small change is the two flex classrooms will now be housed in the existing upper wing, across from the MP building. This will allow the flex rooms to support the MP building as a green room, but also be supervised from the main playing area.
On January 10, 2017, the Board approved the conceptual design for the Hoover project and a budget of $23,000,000 was added. Gelfand’s schematic design estimate is within the $16,689,898 construction budget for the project, after going through some value engineering with Gelfand and staff to reduce the cost of construction. However, when considering the budget, it should be noted that current market conditions have resulted in recent bids coming in as much as 20-30% above estimates and if this trend continues, the project cost may be higher.
Upon approval of schematic design, Gelfand will continue with design development and construction documents, and will submit those plans to Division of the State Architect (DSA) in April of 2018. Staff then plans to request authorization to bid in late 2018, and begin construction in spring of 2019.
At the previous meeting, a Board member asked about reducing the Hoover project scope. Yes, it can be reduced. The scope could logically be reduced down to the modernization of the existing classrooms, minor work in the multi-purpose and administration building, and tearing down and replacing the library. Hoover’s library is the last library to be replaced/renovated. We do not recommend renovating this library, since it is an old modular building, we need to replace it. A rough order of magnitude cost to do this work would be $6.5M in construction cost, or $9.3M total, compared to our current project budget of $17.2M construction and $23.2M project cost. The next bond would then replace the portable classrooms, add flex rooms and replace the administration building, and multi-purpose buildings.
Another question asked was approximately how much additional area would be built with this new project, as presented? The total campus area under roof is currently 32,490 square feet. The proposed improvements presented last week would result in a total campus area under roof of 38,083 square feet.
The project will be funded with Strong Schools Bond funds from the Hoover Elementary School project fund.
